Abstract: A system concept and modelling of the mission programs at the national level in the context of human resource development (HRD) operations have been explored. These programs have been termed as ‘HRD Mission Programs’. The main objective is to look for a mission model for the development endeavor by enhancing the human resource operations such that the total cost incurred for the human resource development could be economically designed. Some of the technological engagements of R&D organizations have been considered within the scope of HRD mission programs and are reported.
